Charlie the Choo-Choo: From the World of the Dark Tower

I'm now over halfway through my Dark Tower project, and I felt like I wanted to read something lighter. Charlie, "a simple choo-choo train", entered the stage with his best friend Engineer Bob. They are almost forgotten by the world when Charlie is replaced with a new and shiny diesel locomotive, but like in many children's books, obstacles are overcome and all is well.
Or is it? Why are the kids screaming in the cover? And why are Charlie's eyes so... malevolent?
This is designed as a sort of companion or supplemental material for The Waste Lands, but I don't think prior knowledge of the volume or even the series is necessary. Having said that, it was kind of surreal when the mailman handed this to me. It was like the world of Dark Tower was seeping through the cracks to my reality. The book and the author only existed in the pages of a novel, yet here was Charlie staring right into my soul.
