This book is about a city where water just keeps getting taller and taller and everybody ignores it until the point they can’t. In this case everybody happens to be animals. But one person or one otter knew what to do. After convincing the rest of the animals of what to do, they did it, and while the water receded things were not the same.  The  just knew whatever challenge appeared teamwork would help with whatever was needed. This book is beautifully illustrated but it’s a hard story. You’re expecting it to be an environmental story or an allegory and then it’s just about working together. It’s odd.  It’s not bad, it’s just odd.
