I did not think the identity of the new Kira was logical at all. Higuchi did not have the personality to set something up as sophisticated as a group of people to decide who should die. His personality is too focussed on immediate rewards. He is simply too selfish to let someone else decide about something that should benefit him. Kida, Ooi, Namikawa, or even Mido would have been a more logical choice
