Overview
I started reading TOG back in 2016. I know there are lots of recommended reading orders out there, and it's difficult to provide justification without spoilers. I'm a long-time fan of the series and I haven't seen this particular suggestion/order on the internet anywhere.
The number one suggestion I have: DO THE TANDEM READ. I read these books so long ago that the tandem read wasn't even a thing, and you better believe I was pissed as hell when I finished Empire of Storms and then started Tower of Dawn (it's still an amazing book ofc). I tell everyone I know who plans to read the series to do the tandem read because if I could go back knowing it was a thing I would have done it.
The second major question everyone has is when to read Assassin's Blade. Personally, I do not recommend starting the series with it. There are already major exposition and storyline changes in the first 3 that set up the rest of the series, and adding one more book to that exposition line sounds just painful and annoying.
I also do not recommend reading it 4th, because Heir of Fire is when the series really takes off and if you whip out Assassin's Blade in the middle it is just going to kill the momentum of the story without adding much importance in the way of character development.
That's why I recommend reading Assassin's Blade AFTER you have finished the whole series (yes, you read that right.) I know nobody else is telling you to read it this way, but hear me out - if you fall in love with the series like I did, after you finish Kingdom of Ash and miss our main girl something terrible, after your heart has been ripped out of your chest and stitched back into it again, just when you think it's the final goodbye and you will have to part ways forever because, after all, the story is over, isn't it...?
Assassin's Blade is there. You get to have coffee with our girl one more time. She tells you everything you didn't know about her past and shares with you the story of her first love, and knowing everything you do about what she has loved and lost since then, it makes the story that much sweeter.
If that sounds like the type of story you want to experience, then this reading order is for you. However you choose to read the series, I hope you love it as much as I do!
